seems not........seems it is well within their 1st ammendment rights to bang on drums, shoot heroin, rape/grope youngens, piss aywhere they want, strip naked, etc etc......DOWNTOWN............BUT don't came anywhere near Mayor Mikes digs on 79th street..........as dead amy would say ....that's a NO - NO- NOOOOOOO
